At my school they have the students discuss the issue　in homeroomtime。 This is usually done by posing the issue as a topic to be written about and then compiling the responses anonymously and using that as the basis for a class discussion.
I've often wondered whether it's effectiveness here is culturally bound or whether it would work in NZ. .

I think that it would work here, as the kids do divide into groups, and one of those groups is composed of kids that wish the others would stop wasting their time! I don't think they are mature enough to be able to control each other, or themselves. I'm going to try;
1) starting the lesson more purposefully by insisting they enter the room sensibly and get their books out and if they can't do that, practising doing it.
2) insisting that they are silent while I do the roll call, and repeating the procedure until we get it right and
3) refusing to continue instruction with underlying chat
4) any one who chats under me twice will be sent from the room.

Its sounds so repressive and draconian set out like that, but i don't think they have reached a maturity level where they can self regulate yet.

The reward will be that if we can get through the work, which should be do-able if they don't waste time, they can have free time, which as they are extremely social as a class, and as this is the only class they have together, will probably be carrot enough...

Just out of curiosity what year are they? and would that lack of maturity be a general thing for students their age?

They are year 9, but pretty much at the bottom end of maturity of year 9. The ones that are the main causes of the problem are anyway. But the thing that gets me is that out of the whole class of 28 there would be perhaps 4-5 that haven't been told not to chat under me at some stage... its so wide spread.
